Final Minutes
Water Action Plan Committee Conference Call

September 8, 2000

The Water Action Plan Committee (WAPC) conference call began at 2:00 p.m. The purpose of the conference call was WAPC approval of the Water Action Plan Report (Report) dated August 31, 2000, for submittal to the Governance Committee at their upcoming September 14, 2000, meeting.

The WAPC Chair identified that comments from Jim Cook and Brain Barels had been incorporated into the Report. Mr. Cook and Don Kraus on behalf of Mr. Barels indicated their comments had been satisfactorily addressed. Mr. Kraus identified an error in the spelling of the word increase on page 62 of the Report.

With the correction to the misspelling identified on page 62, it was the consensus of the WAPC that the Report is ready to be provided to the Governance Committee as the final product. The WAPC Chair will provide the Report to the Governance Committee at their September 14, 2000, meeting.

The WAPC Chair reported that Dan Luecke had contacted him earlier by telephone to provide his concurrence that the Report was ready to provide to the Governance Committee. Further, Mr. Luecke expressed the following concerns with regard to unresolved issues raised at the Sedimentation/Vegetation (Sed/Veg) Workshop held August 30, 2000.

  • 1. Apparent flood constraints identified at the gage on the North Platte River near North Platte, Nebraska
  • 2. The question of Sediment and what it means to the formulation of the water component
  • 3. None of the alternatives evaluated by the Environmental Impact Statement (EIS) Team to date appear to meet the requirements

Mark Butler indicated the EIS Team anticipates working with the Sed/Veg technical group to formulate solutions to the sediment issue. Other WAPC members indicated they also share these concerns.

The conference call adjourned at 2:20 p.m.
