The Water Management Committee (WMC) conference call began at 1:15 p.m. The purpose of the conference call was to prepare for the upcoming March 20 meeting by discussing potential agenda items.
The WMC Chair, John Lawson, discussed the request from Dan Luecke for workshops/presentation regarding the Status of the States' Depletions Plans and the relationship between pulse flows and the Water Action Plan as currently formulated.
At the January Governance Committee meeting, a Depletions Plans subgroup was formed to discuss types of projects covered by the depletions plans and analyze the relationship between pulse flows and the Water Action Plan as currently formulated. Mark Butler of the Fish and Wildlife Service (FWS) is serving as the subgroup's lead and will be assisted by the Executive Director's Office to arrange meetings with the states to discuss these topics. Water users and environmentalists are also welcome to attend.
It was decided to combine the Depletions Plans subgroup meeting with all the states and the WMC workshop regarding the status of the depletions plans. The Executive Director, Dale Strickland, will schedule the meeting. The meeting will be scheduled for the last week of April on the 25, 26, or 27, in Denver, Colorado. A workshop/presentation by the FWS on the relationship between pulse flows and Water Action Plan will be discussed further at the March 20 WMC meeting.
Next, the Chair briefly identified several tasks assigned to the committee in the extension water milestones. The Chair will create a schedule that displays these tasks and associated time frames for distribution and discussion at the March 20 meeting. In addition, the Chair will work with the Executive Director to create a "critical path" WMC schedule, similar to the schedule created for the Technical Committee.
Additional agenda items for the March 20 meeting were identified and include a report by the Ground Water Flooding Subgroup Chair, Duane Woodward, regarding the subgroup's comments on the Ground Water and River Flow Analysis report and discussion of what involvement the WMC may have with potential hydrological monitoring needs for the Technical Committee's protocols.
The Chair asked the WMC members to review the information provided in his February 9 and February 22 letters in preparation for the March 20 meeting.
