The Technical Committee approached this milestone by first identifying and then prioritizing habitat and key species research and monitoring needs. Those needs were then further clarified. Critical needs will be identified during January 1999 and a recommended list of protocols will be developed by the Committee for presentation to the Governance Committee at the February meeting. The Committee has yet to determine which and how many protocols the Committee may develop and which may require outside expertise.
The expected completion of the monitoring and research protocols is April 1999. The Technical Committee will prepare, for the June Governance Committee meeting, recommendations for the Governance Committee regarding the priorities, timing, and estimated costs of monitoring and research programs.
R4-1 A technical committee appointed by the Governance Committee will establish guidelines and procedures for peer review of the documents required in Milestones R1-1, R2-1, and R3-1. This committee will develop and implement a peer review work plan for the period of the Cooperative Agreement.
The Technical Committee prepared Peer-Review Guidelines and Procedures and presented those to the Governance Committee at the July 1998 Governance Committee meeting where they were approved.
A sub-committee has been appointed to work with the Executive Director and representatives of the other standing committees, to complete a Peer Review Work Plan which will outline the priorities and timing for conducting peer-review on the Cooperative Agreement and Program related activities. A work plan should be available for presentation at the February 1999 Governance Committee meeting.
W15-1 A technical committee appointed by the Governance Committee will establish guidelines and procedures for peer review of the procedures and methodologies developed pursuant to Milestone W14-1. This committee will develop and implement a peer review work plan for the period of the Cooperative Agreement.

R1-2 A technical committee will continue monitoring to document, relative to the habitat and species conditions that existed as of the effective date of the Cooperative Agreement, habitat and species responses to activities undertaken pursuant to the Cooperative Agreement.
Monitoring to document impacts of Cooperative Agreement management activities is dependent upon completion of R2-1 and the implementation of monitoring activities.
R2-2 A technical committee will continue to develop and implement procedures for peer review of habitat and species monitoring and research.
Peer review of monitoring and research programs carried out under the Cooperative Agreement will be conducted using the procedures outlined in the "Peer Review Guidelines and Procedures" document and following the Peer Review Workplan developed under R4-1.
Other Milestones related to the Technical Committee
R1-1 The U.S. Fish and Wildlife Service ("FWS") will document the habitat and species conditions existing in the Central Platte River region as of the effective date of the Cooperative Agreement to compare against future changes/improvements in habitat and species status.
The Technical Committee is working with the USFWS to document and establish a baseline for the Central Platte region. The Committee and the Service are coordinating the development of protocols for establishing baseline conditions.
R3-1 FWS will develop procedures to determine the means of ascertaining biological response of species and habitat to mitigation measures, and the time frame required to measure such biological response.
As with R1-1 the Technical Committee is coordinating with and assisting the USFWS in meeting its' milestone relating to ascertaining the biological response to mitigation measures.
