Land Committee Meeting
March 19, 1998
Grand Island, Nebraska

The March 19, 1998, meeting of the Land Committe was called to order by its Co-Chairman, Mr. Jim Lundgren, at 7:19 p.m. Attendance was recorded by a sign-in sheet, the original of which was kept by the Secretary of the meeting. The Chairman informed the body that the secretary of the committee was unable to attend and Jim Doyle will be appointed acting secretary.

The minutes for the February 17, 1998, meeting of the Land Committee were read and approved.

The committee received a report from Mr. Scott Woodman on the information education sub-committee. A list of landowners in the central Platte reach has been compiled but the same is not yet complete. A discussion was had concerning the outreach committee established by the Governance Committee. The members of the outreach committee were identified: Jim Lundgren, Paul Tebbel, Jim Lutey, Becky Mathisen, Jim Cook (chair), Dave Sands, Mary Jane Graham and Doug Robotham.

Mr. Larry Wells advised the mapping subcommittee was waiting for further progress by the other subcommittees before conducting further activity.

Mr. Don Batie, chairman of the habitat criteria subcommittee, reviewed the criteria established to date. He advised the subcommittee was ready for the approval of the criteria by the Land Committee before conducting further activity. The Land Committee chairman scheduled the approval of the criteria for the April Land Committee meeting.

Mr. Roger Bauer, chairman of the third party economic and other impacts subcommittee, gave a report. At the conclusion of his report, the Land Committee chairman instructed the subcommittee to solicit assistance from economists from NPPD, the University of Nebraska at Lincoln, and the United States Bureau of Reclamation and with such assistance, formulate a problem definition and a preliminary study plan. A report f rom this committee is due at the April meeting of the Land Committee.

Mr. Paul Matson, chairman of the land interest ownership research subcommittee reported on the activities of the committee and distributed an outline of characteristics of a land interest ownership entity. A copy of the outline is in the meeting records kept by the secretary. An extensive discussion of the outline ensued. The Land Committee chairman directed the subcommittee to refine the outline in accordance with the discussion of the Land Committee and report back to the Land Committee at the April meeting. The next meeting of the land interest ownership research committee will be April 1, 1998, at 2:00 p.m. at 115 West 6th Street in Lexington, NE.
