NEBRASKA STATUS REPORT
COOPERATIVE AGREEMENT MILESTONES
July 14,1999

 

Milestones W3-1 and W3-2. These are the milestones relating to the protection of "program water" by Nebraska. There has been no status change since the April milestone report.

Milestones W4-1 and W4-2. The Cooperative Hydrology Study is continuing on track. Both the request for second year funding of the project and the application for additional funding were approved by the Environmental Trust.

Those working on Nebraska's new depletions plan are getting closer to formulation of a draft proposal. The March17 meeting with basin natural resources district directors was well attended and helpful in accelerating the effort and a number of meetings are being carried out to work on the proposal.

Milestones W16-1 and W12-2. Legislation to permit the leasing of water rights and to allow water conservation banking did not pass this year, but was held over for additional study by the Legislature for the 2000 legislative session.

Milestones A3-1, A2-2, and A2-3. These milestones relate to Nebraska's obligation to provide cash for the Cooperative Agreement activities. The last $250,000 installment by Nebraska for the Cooperative Agreement and the reappropriation of the unexpended portion of the $450,000 previously appropriated were included in the budget allocation for the Natural Resources Commission.

Milestones R5-1 and R3-2 (Research); L3-1 and L1-2 (Habitat); and W2-1 and W2-2 (EA Implementation). These are all milestones for the "Nebraska districts", i.e. Central Nebraska Public Power and Irrigation District and Nebraska Public Power District. The districts continue to make excellent progress on these milestones.

Public Information Assistance. The Legislature provided funding for a public information specialist to assist Nebraska with Cooperative Agreement activities. The closing date for applications for the position is July 23, 1999 and Jim Cook will be conducting the interviews. We plan to locate the person in Kearney.
