Year 2 Milestone Status
W5-2: Colorado will continue to develop means, if such are necessary, for protecting
program water deliveries to the Colorado-Nebraska state line and, as appropriate, the Colorado-Wyoming stateline. Colorado continues to believe such means to protect water derived form the Tamarack Plan are in place under Colorado law. Water rights applications for wells were filed in 1997 and 1998 (see attachment) and will be negotiated
During 1999-2000.
W6-2: Colorado will monitor population
Increase and collect related water use information in the South Platte River Basin in Colorado and report such information to the Governance Committee. Colorado is collecting data and will provide the required report at the end of year two of the Cooperative Agreement.
W7-2: Colorado will initiate processes necessary to develop re-regulation projects within Colorado as necessary to shift water flows from periods of net accretion to periods of net depletion. Colorado has initiated these processes, as follows:
The CWCB has provided $300,000 in grants to the Lower South Platte River Group, Inc. to match other funds to support demonstration recharge wells.
A draft EA has been prepared to evaluate the affects of developing wells and recharge facilities at the Tamarack and Pony Express State Wildlife areas.
Water Right applications have been prepared and filed, as noted above. Demonstration wells at Tamarack are operating under approved temporary supply plans.
Data to support full development of the Tamarack Plan is being collected.
W8-2: If Colorado elects to include new water related activities in the North Platte River Basin in Colorado in the Program, Colorado will complete a proposal to mitigate the net depletive effects of such new water related activities A Proposal was distributed to the Governance Committee in January, 1999. Colorado still seeks Governance Committee adoption of the proposed approach to addressing new water related activities in Jackson County by the end of year 2 at the latest.
A2-2: Colorado will contribute money $600,000 has been appropriated and is available to the program as of July 1, 1999.
