Nebraska Districts Milestone Updates
January 6, 1999

R5-1 The Nebraska Districts will implement any research and monitoring measures required by new FERC license articles for FERC Projects Nos. 1417 and 1835.

Central and NPPD in coordination with the USFWS and NGPC have drafted a monitoring plan for the period of the CA for habitats designated in their FERC Licenses and for key species on or near those lands. The Districts must file this plan for FERC's approval in January 1999. This monitoring plan will be implemented in 1999. To the extent possible the Districts will, as they are developed and peer reviewed, follow the protocols for monitoring and research outlined for the Proposed Program by the Technical Committee.

L3-1 The Nebraska Districts will implement any habitat measures required by new FERC license articles for FERC Projects Nos. 1417 and 1835.

NPPD in accordance with its' FERC License has made 2650 acres of habitat it owns (otherwise known as Cottonwood Ranch) available for habitat development. NPPD has conducted, to date, one meeting with FWS, NGPC, and Central to develop a plan to enhance the habitat values of this property for the identified key species. The Governance Committee will be consulted, as appropriate, on this plan. The habitat enhancement plan for Cottonwood Ranch is due to FERC on or before 29 July 1999.

Central has recently entered into a 17-year lease with an option to purchase of approximately 4000 acres of land between Lexington and Overton (otherwise known as Jeffrey Island). While Central's FERC license permitted the acquisition of this habitat over a 13 year period, Central has taken the opportunity to complete this aspect of its' habitat acquisition immediately. Central will prepare both long-term and annual management plans for this property in coordination with the FWS and NGPC and as appropriate with the Governance Committee of the Cooperative Agreement.

W2-1 The Nebraska Districts will implement any water reregulation and water conservation measures required by new FERC license articles for FERC Projects Nos. 1417 and 1835.

Central applied for a Storage Use Water Right in Lake McConaughy for an Environmental Account. That water right is pending approval of the Nebraska Department of Water Resources. Upon approval of a water right by the NEDWR Central will enter into a contract with the USFWS for the operation of that account.

L1-2 Same as L3-1

W2-2 Same as W2-1

R3-2 Same as R5-1
